Yes. Colombian passport holders are not visa-free for India, but they are on the Indian e-Visa list. The standard path is the online e-Visa application through the Indian government portal in one of the popular Tourist tiers (30-day double-entry, 1-year multi-entry or 5-year multi-entry), approved by email within roughly three to five business days. Visiting the Embassy in person is only necessary for visa categories outside the e-Visa scope.
Neither — there is no Indian embassy in Quito. Ecuador is concurrently accredited to the Indian Embassy in Bogotá, which serves both Colombia and Ecuador from a single Santa Bárbara office. Ecuadorian residents either travel to Bogotá for in-person consular submissions or coordinate by email with the Bogotá consular section to submit documentation by courier. The same e-Visa portal handles online Tourist tier applications regardless of country of residence.
The Embassy runs two separate consular windows. Document submission for visa, OCI and passport cases is received Monday to Friday from 10:00 to 12:00. Document collection — picking up the completed visa, OCI card or passport — happens Monday to Friday from 15:00 to 16:00. The afternoon collection window is narrower than at some other Indian embassies in Latin America; plan around the one-hour slot.
